Awarded Government Contracts

CONTRACTS
 NAVY
               Lockheed Martin Corporation, Lockheed Martin Space Systems Company, Sunnyvale, Calif., is being awarded a $920,783,000 fixed-price-incentive, cost-plus-incentive-fee, cost-plus-fixed-fee contract to provide Trident II (D5) missile production and deployed system support.  Work will be performed in Sunnyvale, Calif.; Bangor, Wash.; Kings Bays Ga.; and Cocoa Beach, Fla., and work is expected to be completed April 30, 2016.  Contract funds – $304,674,000 FY 11 O&NM and $44,000,000 FY 09 WPN funds will expire at the end of the current fiscal year.  This contract was not competitively procured.  The Strategic Systems Programs, Arlington, Va., is the contracting activity (N00030-11-C-0100).
               Lockheed Martin Corp., Riviera Beach, Fla., is being awarded a $20,000,000 cost-plus-fixed-fee delivery order #­­0003 under a previously awarded contract (N00024-10-G-6306) for engineering services to support the reliability growth effort for the Remote Minehunting System.  The objective of this delivery order is to perform tasks required to upgrade the Remote Minehunting System (RMS) design and vehicles in support of the RMS Reliability Growth Program, to include; engineering services, testing, program management and configuration management.  Work will be performed in Riviera Beach, Fla. (90 percent), and Syracuse, N.Y. (10 percent), and is expected to be completed by September 2011.  Contract funds in the amount of $3,300,000 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
               The Camber Corp., Huntsville, Ala., is being awarded a $19,397,932 modification under a previously awarded contract (N00244-07-D-0035) to exercise an option for technical and educational support services to the Naval Postgraduate School’s Center for Civil Military Relations education and training program.  Work will be performed in Kailua, Hawaii (2 percent); Huntsville, Ala. (2 percent); Monterey, Calif. (9 percent); Tampa, Fla. (2 percent); various continental U.S. locations (17 percent); and various outside the continental U.S. locations (68 percent), and work is expected to be completed by December 2011.  Contract funds will not expire before the end of the current fiscal year.  This effort includes services for the governments Austria, Egypt, Indonesia, Singapore, and Saudi Arabia (all less than 1 percent)under the Foreign Military Sales Program.  This contract was competitively procured via Navy Electronic Commerce Online, with two offers received.  The Fleet and Industrial Supply Center, San Diego, Calif., is the contracting activity.
               Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $6,900,000 undefinitized contract action (UCA) modification to a previously awarded cost-plus-incentive-fee contract (N00019-09-C-0010) for additional recurring sustainment and system engineering sustainment activities in support of the F-35 Joint Strike Fighter Low Rate Initial Production (LRIP) Lot IV procurement.  Work will be performed in Fort Worth, Texas (35); El Segundo, Calif. (25 percent); Warton, United Kingdom (20 percent); Orlando, Fla. (10 percent); Nashua, N.H. (5 percent); and Baltimore, Md. (5 percent), and is expected to be completed in December 2010.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.
               Honeywell International, Inc., Defense and Space, Albuquerque, N.M., is being awarded a $6,567,624 modification to a previously awarded firm-fixed-price contract (N00019-09-C-0004) for the procurement of nine T-Hawk unmanned aircraft systems and spares for the United Kingdom under the Foreign Military Sales Program.  Work will be performed in Albuquerque, N.M., and is expected to be completed in December 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

              Booz Allen Hamilton, Inc., McLean Va., was awarded on December 6, 2010 a $400,000,000 cost-plus-fixed-fee contract between seven contractors.  This award is for an Indefinite Quantity Indefinite Delivery Order contract in for research and development in support of the U.S. Army Research Lab.  Work is to be performed in McLean, Va., with an estimated completion date of Dec. 6, 2015.  One hundred bids were solicited with seven bids received. U.S. Army Research, Development & Engineering Command Contracts Center, Aberdeen Proving Ground, Md., is t he contracting activity (W91CRB-11-D-0003).
               Wintec Arrowmaker, Inc., Fort Washington, Md., was awarded on December 6, 2010 a $400,000,000 cost-plus-fixed-fee contract between seven contractors.  This award is for an Indefinite Quantity Indefinite Delivery Order contract in for research and development in support of the U.S. Army Research Lab.  Work is to be performed in Fort Washington, Md., with an estimated completion date of Dec. 6, 2015.  One hundred bids were solicited with seven bids received.                Technical and Project Engineering LLC., McLean, Va., was awarded on December 6, 2010 a $400,000,000 cost-plus-fixed-fee contract between seven contractors.  This award is for an Indefinite Quantity Indefinite Delivery Order contract in for research and development in support of the U.S. Army Research Lab.  Work is to be performed in McLean, Va., with an estimated completion date of Dec. 6, 2015.  One hundred bids were solicited with seven bids received.                Sikorsky Aircraft Corp, Stratford, Conn., was awarded on December 7, 2010 a $102,757,241 firm-fixed-price contract for providing integrated services and supplies to include technical, engineering, and logistical services and 100 percent material to support Corpus Christi Army Depot and U.S. Army Aviation and Missile Command in the overhaul, repair and recapitalization of the H-60 weapon system.  Work is to be performed in Corpus Christi, Texas., with an estimated completion date of Nov. 30, 2011.  One bid was solicited with one bid received. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-09-D-0029).
              McCann World Group Inc., New York, N.Y., was awarded on December 7, 2010 a $75,000,000 fixed-price-award-fee contract. The National Advertising Contract is to provide marketing and advertising support to personnel acquisition and retention programs for the Department of the Army.  Work is to be performed in New York, N.Y., with an estimated completion date of June 6, 2011.  Ninety-one bids were solicited with nine bids received. CECOM Contracting Center, Aberdeen Proving Grounds, Md., is the contracting activity (W15p7t-06-d-c002).
               Sikorsky Aircraft Corp, Stratford, Conn., was awarded on December 7, 2010 a $67,355,276 firm-fixed-price contract for providing integrated services and supplies to include technical, engineering, and logistical services and 100 percent material to support Corpus Christi Army Depot and U.S. Army Aviation and Missile Command in the overhaul, repair and recapitalization of the H-60 weapon system.  Work is to be performed in Corpus Christi, Texas., with an estimated completion date of Nov. 30, 2011.  One bid was solicited with one bid received. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-09-D-0029).
               CACI-WGI, Inc., Vienna, Va., was awarded on Dec. 6, 2010 a $20,607,019 firm-fixe-price contract. This effort provides Joint Improvised Explosive Devices Defeat Organization (JIEDDO) with policy, strategy, international, and interagency support as well as information technology support.  Work is to be performed in Arlington, Va., with an estimated completion date of Dec. 14, 2014.  Five bids solicited with five bids received. Research Development & Engineering Command Contracting Center, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-09-D-0057).
               ITT Systems Corp., Colorado Springs, Colo., was awarded on December 8, 2010 a $17,291,002 cost-plus-fixed-fee contract for the maintenance, supply and transportation services in the support of the Army Preposition Stocks-Kuwait (APS-5) and direct theater support for Southwest Asia missions.  Work is to be performed in Camp Arifjan, Kuwait., with an estimated completion date of Feb. 28, 2011.  Bids were solicited on the World Wide Weds with five bids received. Rock Island Contracting Center, Rock Island, Ill., is the contracting activity (W911SE-07-D-0006).
               Linc Government Services, Hopkinsville, Ky., was awarded on December 6, 2010 a $15,033,000 firm-fixed-price contract.  The primary objective of the requirement is to obtain a wide range of non-management and technical support services to augment the Mayor Cell units at enduring base camp locations throughout Iraq.  Work is to be performed in Baghdad, Iraq., with an estimated completion date of Dec. 6, 2011.  Bids were solicited on the World Wide Web with eight bids received. Army Contracting Command-RICC-CCRC-RI, Rock Island, Ill., is the contracting activity (W52P1J-10-D-0105).
               Federal Prison Industries, Washington, D.C., was awarded on December 6, 2010 a $11,354,130 firm-fixed-price contract. This order is for outer tactical vests for Foreign Military Sales for Afghanistan.  Work is to be performed in Yazoo City, Miss., with an estimated completion date of May 28, 3011.  One sole source bid was solicited one bid received. U.S. Army Research, Development and Engineering Command Contracting center, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-08-D-0045).
               Science Applications International Corp., San Diego, Calif., was awarded on December 6, 2010 a $9,879,138 cost-plus-fixed-fee contract.  The overall objective of this task are to provide; environmental support; project schedule and cost controls support; action tracking support; quality assurance support; chemical laboratory and environmental monitoring support; safety, security, training, risk management and surely support; computer and IT support; systemization and operations engineering support; maintenance engineering and trail burn support; administrative and records management support; chemical weapons treaty support; public outreach support, and project management consulting support to the Chemical Material Agency Tooele Chemical Agent Disposal Facility field office in its oversight of the Tooele Chemical Agent Disposal Facility Systems contract and integration among all sites.  Work is to be performed in San Diego, Calif., with an estimated completion date of Nov. 30, 2011.  One bid was solicited with one bid received. Research Development & Engineering Command Contracting Officer, Aberdeen Proving Ground, Md., is the contracting activity (W911SR-07-D-0001).
               The Walsh Group, Chicago, Ill., was awarded on December 8, 2010 a $7,538,788 firm-fixed-price contract. This contract is for the Back to Work Cost for Outsized Cargo Facility, to include replacement of two site work subcontractors that went out of business during suspension of work; and, replacement of fire suppression sprinkler system contractor that wet out of business during suspension of work.  And final claim settlement to complete Outsized Cargo Facility to include all sot for impact for Phase I and Phase II of the Air Freight Freight Terminal through November 6, 2009.  Work is to be performed in Junr.01, 2011.  Thirteen bids were solicited with three bids received. U.S. Army Corps of Engineers, Philadelphia, Pa., is the contracting activity (W912BU-04-C-0014).
               ITT Systems Corp., Colorado Springs, Colo., was awarded on December 8, 2010 a $6,979,496 cost-plus-fixed-fee contract. The Army Sustainment Command has a requirement to maintain authorized Army pre-positioned stocks and repair and return equipment in Doha, Qatar.  The objective is to ensure equipment is received, accounted for configured, stored, maintained, issued, and readiness is reported in support of the Army’s force projection strategy.  Work is to be performed in Doha, Qatar., with an estimated completion date of Dec. 31, 2015.  Fifteen bids were solicited with five bids received. Army Contracting Command, RICC, Rock Island, Ill., is the contracting activity (W911SE-07-D-0006).
 DEFENSE LOGISTICS AGENCY
               Coast Produce, Los Angeles, Calif.* is being awarded a maximum $9,207,077 fixed price with economic price adjustment, indefinite quantity contract for fresh fruit and vegetables support.  There are no other locations of performance.  Using services are the Army, Navy, Air Force, Marine Corps and USDA School customers.  The original proposal was Web solicited with four responses.  The date of performance completion is June 15, 2012.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. (SPM300-08-D-P021).

ABOARD A MILITARY AIRCRAFT, Dec. 10, 2010 - As Defense Secretary Robert M. Gates made his way back to Washington from an overseas trip, he had some extra passengers aboard this Air Force E-4B: soldiers deployed to Afghanistan who were heading home on rest and recuperation leave to spend time with their families during the holiday season.
Gates was returning from visits to Oman, Afghanistan and the United Arab Emirates.
Pentagon Press Secretary Geoff Morrell said the secretary has long wanted to give a ride home on his plane to servicemembers going home for R&R leave from the war zone.
"So in advance of this trip, we put the word out to the command in Afghanistan that we had extra space and we wanted to offer those seats to troops who may be coming home for the holidays," Morrell said. "He's thrilled to finally be able to do this. It's something he's wanted to do for a long, long time."
The secretary uses the E-4B from the 55th Wing at Offutt Air Force Base, Neb., for his overseas trips primarily because of its communications capabilities, Morrell said. It's a large aircraft, and often has empty seats.
"We are very glad to be able to offer those seats to four troopers who are deployed to Afghanistan but are coming home to see their families for the holidays. This way, they'll get a more comfortable, hopefully enjoyable, and certainly faster ride home to see their families."
Because Gates had one more stop to make in the United Arab Emirates when he left Afghanistan, the soldiers spent the night at the Emirates Palace Hotel in Abu Dhabi with the official party, Morrell said. The rest and recuperation leave program covers transportation home and some expenses servicemembers incur in their travel, he added, and "one way or the other," the four soldiers would not have to absorb any of the costs of their stay at the hotel.
Two of the soldiers – both sergeants first class – are a married couple. The husband has 17 years of combined service in the Marine Corps and the Army, and his wife has been a soldier for 14 years. They've both deployed previously to Kosovo and twice to Iraq before their current deployment in Afghanistan. They were traveling to Texas to visit their three children, who are staying with relatives while the couple is deployed.
The other two soldiers are both specialists. One, who is serving the second Afghanistan deployment in his three years of Army service, is a human resources specialist and is engaged to be married. He was heading to Indiana for his leave.
The other is a euphonium player in an Army band that performs at official functions and also tours Afghanistan to entertain the troops with various kinds of music. He's married with one child, and he was going to spend his leave in Tennessee.

DOD Identifies Army Casualty



              The Department of Defense announced today the death of a soldier who was supporting Operation New Dawn.
              Pfc. David D. Finch, 24, of Bath Springs, Tenn., died Dec. 8 in Wasit province, Iraq, of wounds suffered when insurgents attacked his unit using small arms fire.  He was assigned to the 2nd Squadron, 3rd Armored Cavalry Regiment, Fort Hood, Texas.

Democrats Email on "Don't Ask, Don't Tell."

On Thursday, Republicans in the Senate stood in the way of progress, blocking legislation to repeal "Don't Ask, Don't Tell."

No surprise there -- they've been turning a blind eye to the majority of Americans, legions of grassroots Democrats, and fellow lawmakers who've supported repeal for some time now.

But now, they're also ignoring top military leaders -- from Chairman of the Joint Chiefs Admiral Mike Mullen to former Secretary of State Colin Powell -- who support overturning this policy. They're ignoring the 70 percent of American servicemen and women who say that repeal wouldn't negatively affect morale, and the Pentagon study that says it won't affect troop readiness.

They're no longer simply holding up progress that would advance the American values of fairness and equality, enrich our military, and strengthen our national security -- they seem to be willing to tune out just about anyone, all in the name of a political tally mark.

But we're not done fighting.

We need just three votes to move forward on repeal -- and Senate Majority Leader Harry Reid and our allies in the Senate have promised that the Senate will vote on repeal again before the year is out.

Your voice could be the difference right now: Write the Senate Republicans who are currently blocking repeal and tell them to stop playing politics with people's lives.

We couldn't have gotten to this point without your support.

Thousands of you added your names in support of the President's call for repeal. Those petitions -- 582,000 in total -- were delivered by volunteers to Senator Susan Collins's office on Thursday morning.

Now, your voice could make sure this discriminatory policy is overturned before Congress adjourns -- and that it doesn't have to wait another year, or for another Congress to take it up.

And by reaching out to senators standing in the way, you will make this issue harder and harder for them to tune out.

Three more votes is all we need. The letter you send today could be the final push that gets us there.
