Important Announcement About the CBP Officer Competency-Based Assessments for Supervisory/Managerial Promotion


Due to a lower-than-expected participation in the October 13–November 7 CBP Officer Competency-Based Assessments CEI-Only submission opportunity, implementation of new CEI scores will be postponed until May 31, 2012, the regular, annual effective date for new CBP Officer assessment scores. This provides candidates another opportunity to submit the new CEI during the annual assessment opportunity which will open November 21–December 9 on USAJobs. Candidates who submitted a CEI in the CEI-Only opportunity need not submit a new CEI at that time; their CEI-Only submission will be scored with the November/December submissions on May 31, 2012. Candidates with a prior, scored CBP Officer CEI who did not submit a new CEI in the October/November opportunity and who fail to submit one in the regular November/December opening will receive no points on the new and revised CEI questions, and their prior CEI and Total scores will decrease accordingly on May 31, 2012. NYSDOT COMPLETES KENSINGTON EXPRESSWAY IMPROVEMENT PROJECT
State, Local and Community Leaders Hail Completion of $5.8 Million Project 

            New York State Department of Transportation (NYSDOT) Acting Regional Director Darrell Kaminski was joined today by state, local and community leaders at a ribbon cutting ceremony celebrating the completion of a $5.8 million improvement project on NY Route 33 (Kensington Expressway) in the city of Buffalo, Erie County.

            “I am grateful for the tremendous partnership between the Department and the community on this project, from conception through construction,” said Acting Regional Director Kaminski.  “The collaborative community participation has set the bar high for community involvement in transportation improvement projects, and resulted in an aesthetically pleasing project that provided substantial safety benefits.”

            The Kensington Expressway project was developed to address the deficiencies of concrete retaining walls and bridge railing systems that border sections of the Kensington Expressway between the Elm-Oak arterial and Dodge Street.  The project included the repairs to and painting of retaining walls, and the installation of aesthetic concrete railing, which was developed in coordination with the community stakeholders.  The curb lines on resurfaced adjacent roadways BFNC Drive and Cherry Street were narrowed as a traffic calming measure, and allowed for newly planted trees and upgraded landscaping.  The project also constructed the Cherry Street Inspiration Garden as additional green space. 

            Joining Acting Regional Director Kaminski were State Senator Mark Grisanti, State Assemblywoman Crystal Peoples-Stokes, City of Buffalo Councilman Demone Smith, City of Buffalo Councilman Darius Pridgen and City of Buffalo Commissioner of Public Works Stephen Stepniak.

"The improvements associated with this project have helped to improve a portion of a neighborhood in Buffalo that will help enhance the area for residents and businesses of the city," Senator Mark Grisanti said.  "I'm pleased that the major problems and obvious deficiencies were addressed, and that this project was able to come to fruition thanks to good old fashioned teamwork involving the state, the city and major stakeholders in the neighborhood."

            Assemblywoman Crystal Peoples-Stokes said, “We are pleased to see culturally relevant art installed on the Reverend Dr. Martin Luther King, Jr. Expressway.”

            The City of Buffalo was glad to partner with the State and the community to help address this important project concerning Route 33,” said Buffalo Mayor Byron Brown.  “The city contributed $1.1 million dollars for new curbs, sidewalks, lighting and other improvements along residential streets in the area”

            “The Kensington or the Reverend Dr. Martin Luther King, Jr. Expressway, is a main gateway through the city, and to see the beautification along the route is fantastic,” said Councilman Demone Smith.  “I am extremely pleased with the outcome of this project, and the infrastructure repairs completed, to keep this heavily traveled route safe for our residents and visitors.”

            The construction contract was awarded to Oakgrove Construction, Incorporated from the town of Elma, Erie County, in October 2009. 

CBP Nabs Cocaine Suspect at San Juan Seaport




San Juan, Puerto Rico – U.S. Customs and Border Protection officers, Friday afternoon, identified Octavio Germosen-Morla, 35, a citizen of the Dominican Republic, as having an outstanding warrant for charges of cocaine possession, with the intent to sell.
Germosen-Morla was encountered by San Juan Seaport CBP officers while attempting to board the Caribbean Fantasy Ferry bound for Santo Domingo, Dominican Republic.
System checks revealed Germosen-Morla had an outstanding warrant from Grand Junction, Colo., on charges of controlled substance violations. CBP officers confirmed the warrant with the Colorado Department of Corrections.
Custody of the subject was transferred to the Puerto Rico Police Department for extradition proceedings.
“Customs and Border Protection is an agency committed to securing our borders while at the same time cooperating with other law enforcement agencies in the enforcement of U.S. laws. CBP officers are always vigilant to detect individuals that have broken our laws and attempt to defeat our justice system,” stated Marcelino Borges, director of Field Operations for Puerto Rico and the U.S. Virgin Islands.

Threatening Beetles Caught at LAX, LA/LB Seaport


Insecticide-Resistant “Khapra” Beetle Among World’s Most Destructive Pests

Los Angeles— U.S. Customs and Border Protection agriculture specialists at Los Angeles International Airport (LAX) and Los Angeles/Long Beach Seaport intercepted a total of five live larvae, two dead adults and three cast skins of Khapra beetle in shipments arriving from India and United Arab Emirates.
Khapra infestations can lead to economic loss of valuable grain or other domestic or export products.
CBP agriculture specialists at Los Angeles International Airport and Los Angeles/Long Beach Seaport intercepted a total of five live larvae, two dead adults and three cast skins of Khapra beetle.
On Oct. 21, CBP agriculture specialists at LAX discovered five live larvae in a shipment of basmati rice from India. A day before, CBP agriculture specialists at the LA/LB Seaport found two dead adult beetles while inspecting a shipment of beans arriving from United Arab Emirates. U.S. Department of Agriculture Systematic Entomology Laboratory identified all the specimens as Trogoderma graniarum Everts, also know as Khapra beetle.
“By preventing the entry of harmful pests, CBP agriculture specialists protect United States agriculture and food supply resources,” said Todd C. Owen, CBP director of Field Operations in Los Angeles. “Since Khapra beetle infestations are notoriously costly and difficult to eradicate, our agriculture mission is a top priority.”
The Khapra beetle can survive for long periods of time in hot, dry conditions. Infestations can lead to economic loss of valuable grain or other domestic or export products; lowered quality of products due to contamination; costs associated with prevention and treatment; and consumer health risks when exposed to products contaminated with insect parts.
Countries known to have Khrapa beetle are Afghanistan, Algeria, Bangladesh, Burkina Faso, Cyprus, Egypt, India, Iran, Iraq, Israel, Libya, Mali, Mauritania, Morocco, Myanmar, Niger, Nigeria, Pakistan, Saudi Arabia, Senegal, Sri Lanka, Sudan, Syria, Tunisia, Turkey and United Arab Emirates.
As of Oct. 21, CBP agriculture specialists have made 190 Khapra beetle interceptions at U.S. ports of entry this year compared to 37 last year.

Nationwide Emergency Alert System Test


As part of our ongoing efforts to keep our country and communities safe during emergencies, we’re working in partnership with the Federal Communications Commission (FCC) and the National Oceanic and Atmospheric Administration (NOAA) to conduct the first nationwide test of the Emergency Alert System (EAS). The EAS test plays a key role in ensuring the nation is prepared for any type of hazard, and that the U.S. public can receive critical and vital information should it ever be needed.
Over the past year, our agencies have been working with the broadcast community, cable operators and programmers, and other communications service providers that participate in the Emergency Alert System; our state, local, tribal, and territorial partners; and other critical stakeholders to help inform all members of the public regarding the nationwide Emergency Alert System test.
Here are specific items we want everyone to know about the test:
  • It will be conducted Wednesday, November 9 at 2:00 PM EST.
  • It will be transmitted via television and radio stations within the U.S., including Alaska, Hawaii, the territories of Puerto Rico, the U.S. Virgin Islands, and American Samoa.
  • Similar to local emergency alert system tests, an audio message will interrupt television and radio programming indicating: “This is a test.”
  • When the test is over, regular programming will resume.
As we get close to the test, the FCC and all of our many partners are working together to spread the word to as many members of the public as possible -- so people know what to expect when the test takes place, and no one is caught off guard. We're asking everyone to join us by spreading the word to your neighbors, co-workers, friends and family -- share this web page, post a message on your social media site, and feel free to embed our videos on your website or blog.
