President Authorizes U.S. Joint Forces Command Closing

WASHINGTON, Jan. 7, 2011 - President Barack Obama issued an official memorandum yesterday authorizing Defense Secretary Robert M. Gates to dissolve U.S. Joint Forces Command.
"I hereby accept the recommendations of the secretary of defense and chairman of the Joint Chiefs of Staff and approve the disestablishment of United States Joint Forces Command, effective on a date to be determined by the secretary of defense," the memo read in part.
In the document, Obama also directed Gates to notify the Congress on his behalf.
Gates announced in August that he would recommend the command be eliminated and its essential functions assigned to other organizations. During a Pentagon news conference yesterday, Gates said about half of the Norfolk, Va.-based command's missions would be reassigned to other organizations but should be retained in the Norfolk-Suffolk area of Virginia.
Army Gen. Raymond T. Odierno commands Joint Forces Command, which is responsible for the military's joint training, doctrine and operations. In August, Gates said that with the depth of joint experience now established in the services through experience in Afghanistan, Iraq and around the world, the need for such a joint advocate has lessened.
The military no longer requires a "separate four-star combatant command, which, in the case of [Joint Forces Command] entails about 2,800 military and civilian positions and roughly 3,000 contractors of all kinds at an annual cost of at least $240 million to operate," the secretary said.
In a written statement issued today, Odierno pledged all possible help for the command's work force.
"We continue to work closely with the Pentagon, the Virginia [congressional] delegation and the governor's office in our detailed planning effort," the statement said. "The input and involvement of the Virginia delegation and the governor's office have been very valuable to me, and we will continue to work together towards a final plan in the near future.
"U.S. Joint Forces Command has an exceptionally skilled and capable work force that will continue to make contributions to the joint warfighter," the general continued. "We will do everything we can to assist the work force going forward."

C-TPAT Training Seminar Registration for both conferences will be conducted via an on-line registration process beginning January 5, 2011. Registration will open at 12:00 Noon Eastern Standard Time (9:00 AM Pacific Standard Time). Each company will be required to pick one seminar only for two participants.
You must have your C-TPAT account number to register. If you do not have it immediately available, you will not be able to register in a timely manner!
Attendees will be selected based on certified membership status and on a first come first served basis. Tier 3 members will be given preference for the event they choose. Attendance is limited to a maximum of two (2) persons per C-TPAT certified account. At least one person registering to attend must be a designated point of contact (POC) listed in the company’s C-TPAT Portal account. At time of registration, members will be required to provide identifying information exactly as it appears in the C-TPAT Portal account. Identifying information will include: company name, C-TPAT account number, and POC email addresses. Information not accurately matching the information contained in the C-TPAT Portal may delay registration processing.

U.S. Border Patrol Seizes Nearly $1 Million in Marijuana in One Day



Calexico, California – In two separate incidents, U.S. Border Patrol agents seized an estimated 1,176 pounds of marijuana.
At approximately 9 p.m., three individuals were observed loading three large bundles into the back of a pickup truck near the Calexico East Port of Entry. The three individuals then attempted to return to Mexico before being apprehended by nearby Border Patrol agents.
The driver of the pickup was later questioned while parked at a nearby gas station. A consensual search of the vehicle yielded approximately 221 pounds of marijuana. The driver was arrested and transported to the Calexico Border Patrol Station along with the other three suspects.
The second incident occurred at approximately 10 p.m., while a canine team was conducting a routine inspection of a railroad yard near downtown Calexico. A canine alert resulted in the discovery of several small packages hidden in the undercarriage of a tanker car. Further examination of the packages yielded 955 pounds of marijuana.
Suspects and marijuana for both incidents were turned over to the Drug Enforcement Administration.

CBP Finds 85-Year-Old Man with Marijuana at Calexico Port



Calexico, Calif. — U.S. Customs and Border Protection officers conducting inspections at the Calexico downtown port of entry yesterday arrested an 85-year-old man after they found 217 pounds of marijuana hidden in the truck he was driving.
Officers noticed discrepancies with the truck, and canine screening of the truck, resulting in the discovery of 35 wrapped packages of marijuana.

Wednesday afternoon at about 2:30 p.m., the 85-year-old driver of a white 1993 Nissan stake bed pickup truck entered the Calexico border station for inspection. During an interview with a CBP officer, the officer noticed discrepancies with the truck, so he pulled it and the driver aside for a more in-depth examination.
Officers conducted a physical inspection and canine screening of the truck, resulting in the discovery of 35 wrapped packages of marijuana, valued at $98,800, in a compartment in the bed of the pickup.

The man, a resident of Calexico, Calif. was arrested for the alleged smuggling attempt.
CBP seized the marijuana and conveyance.

CBP Officers Reunite Runaway Teen With Mother at El Paso Port of Entry



El Paso, Texas -- U.S. Customs and Border Protection officers working at the El Paso Port of Entry detained a juvenile girl yesterday reported as missing to authorities by her mother in El Paso.
“Our officers did an outstanding job in detaining and confirming the identity of this missing juvenile,” said Bill Molaski, U.S. Customs and Border Protection El Paso port director, “CBP officers at the El Paso Port of Entry identify approximately two dozen wanted people every week because of our inspection process.”
The missing juvenile detection was made at approximately 2:47 p.m. when a 14-year-old entered the Bridge of the Americas crossing from Mexico. The juvenile told CBP officers that she had fled from home and was in Juarez. CBP officers performed a query and found that there was a National Crime Information Center lookout for the resident of El Paso. CBP officers took custody of the juvenile and confirmed the lookout. The juvenile was turned over to El Paso police officers.
In addition to the missing juvenile, CBP officers at the El Paso port were busy performing their anti-terrorism mission and associated enforcement responsibilities during the day. Enforcement highlights of the day were one currency seizure and four marijuana smuggling attempts that were stopped. CBP officers seized $13,534 and a total of 103.85 pounds of marijuana Wednesday.
CBP officers also recorded seven immigration violations at area ports including six intended immigrants and one imposter. Intended immigrants will use a legally issued border-crossing card (laser visa) to live or work in the United States, which is not authorized. They also lose their documents and are generally returned to Mexico. Imposters generally will use a legitimate entry document assigned to another person and present it as their own. Violators generally lose their documents, can be prosecuted and go to jail or are returned to Mexico.
CBP officers working at the El Paso port made one seizure of an agricultural item - prohibited pork. The violator paid $300 in penalties in association with the violation.
CBP officers working at area ports made a total of two fugitive apprehensions during the day.

Agents Seize More Than $1.4 Million Worth of Marijuana




Garceño, Texas ─ More than $1.4 million worth of marijuana was seized by U.S. Border Patrol agents assigned to the Rio Grande City Station Wednesday.
The marijuana was found at a ranch where the agents were responding to a report of suspicious activity. At the ranch the agents followed a trail to an abandoned, partially-built cinderblock building.

Inside the building the agents found more than 220 packages of marijuana, with a weight of more than 1,700 pounds.
The Drug Enforcement Administration assumed custody of the marijuana.
“Thanks to an alert citizen speaking up and reporting suspicious activity, these drugs won’t make it into our communities,” Chief Patrol Agent Rosendo Hinojosa said. “When people speak up and take a stand against crime, our communities and, ultimately, the nation as a whole are safer.”

Agents Seize More Than 6,400 Pounds of Dope in 24 Hours



Edinburg, Texas - Nearly $6.5 million worth of marijuana was confiscated by U.S. Border Patrol agents in the Rio Grande Valley Sector in multiple seizures throughout the area Tuesday.
Several additional seizures occurred throughout the area, bringing the total amount of marijuana seized to more than 6,400 pounds.
Agents assigned to the McAllen Station saw three suspicious vehicles traveling north from the Rio Grande. The agents intercepted the vehicles near the river.

Agents attempted to stop the vehicle as it traveled north at a high rate of speed, but the driver turned the vehicle around and sped back south. The driver and passenger jumped out near the river and swam to Mexico.
Inside the truck agents found 131 bundles of marijuana, with a value of more than $1.5 million.

CBP Officers Make "First Ever" Insect Discovery



Fort Lauderdale, Fla. - U.S. Customs and Border Protection agriculture specialists at Port Everglades discovered an unwanted alien hitching a ride in a shipment of Travertine tile in a container arriving from Turkey.
While conducting an inspection of the container on December 20, agriculture specialists found the adult insect, which was later identified by the U.S. Department of Agriculture entomologist as a Eurygaster maura Linnaeus. The USDA, after a search of their database confirmed that it is the first time this particular species has been intercepted at Port Everglades.

Eurygaster maura is a species of shield bug commonly known as wheat bug within the family Scutelleridae and are not known to occur in North America. Knowledge of this insect’s biology and damages it could cause is very limited, although it is known to be a pest of major agricultural crops such as corn, wheat, rice and barley.
CBP agriculture specialists issued an Emergency Action Notification requiring the importer to fumigate the container and its contents.
“U.S. Customs and Border Protection Field Operations in Miami is actively engaged in all aspects of our mission to protect the homeland. Our agriculture specialists ensure that invasive species that could cause irreparable harm to this country's diverse agricultural and natural resources do not have the opportunity to enter and become established," stated Greg McCann, acting director of field operations for CBP in Miami.

As night descends upon the coast of Nicaragua, Coast Guard Cutter Thetiswatchstanders spot a go-fast on the ship’s radar. A small boat launches and a helicopter from the Helicopter Interdiction Tactical Squadron is airborne. A three-hour chase ensues – ending with the interdiction of five suspected narco-terrorists. This adrenaline-filled pursuit has all the makings of a Hollywood blockbuster, but it’s all just another day’s work for boat driver Ryan Anderson.
As a boatswain’s mate aboard Thetis, Petty Officer Second Class Anderson is the cutter’s only qualified tactical pursuit coxswain. That means Anderson is the one to count on when it’s time to chase down drug runners and other threats.

His skills were put to the test last month as Thetis patrolled the Caribbean. Thetis was off the coast of Nicaragua when Anderson and his crew got the call to man their small boat.
With the small boat, helicopter and a U.S. Customs and Border Protection aircraft in place, the assets began tracking the vessel. As the tactical pursuit coxswain, Anderson is responsible for getting the boarding team – including gunners, boarding officer and boarding team members – to the suspected drug smugglers. While this duty means driving into the line of fire, he relies on his experience and training.
“My experience driving boats for nine years let me stay calm and keep my crew safe,” said Anderson. “You have to make that call with your experience and judgment as you assess each situation.”
The suspects attempted to outrun the boats and aircraft, but after more than three hours of pursuit, the suspects couldn’t shake Anderson and gave up. As Thetis’ boarding team closed in on the vessel, the smugglers jettisoned their illicit cargo.
The crew boarded the go-fast, securing the suspects and cargo. In addition to the five bales discovered on the vessel, the small boat was able to recover 15 more bales floating nearby.
Later in the patrol, Anderson and the interdiction team were back in action as they intercepted another go-fast approximately 160 miles off the coast of Panama.
Each interdiction case presents different tests and trials, and this one was no different. As Anderson drove his crew to the intercepted boat, it was clear the vessel was taking on water – and fast.
“This was a high pressure situation – the boat was gradually sinking from the second we came on scene,” describes Anderson. “My crewmembers were on board to take control of the vessel as it was taking on water over the stern, so I had to do my best to maintain focus.”

The boarding team’s diligence paid off; 62 bales of cocaine were found aboard the go-fast, and the three people on board were taken into custody. On that day, 3,400 pounds of cocaine were seized, with an estimated street value of $48 million.
“There is a lot of pride that you get to stop the drugs from hitting the streets,” said Anderson. “There’s a lot of training and hard work that goes into this and it’s great to see the results at the end.”
There aren’t many people who can face this challenging fast paced environment day in and day out. But for Anderson, and others defending the nation’s borders, it comes with the territory.

OR MORE SCHOLARSHIPS FOR THE 2011-2012 SCHOOL YEAR. THE SOBEL
SCHOLARSHIP PROVIDES UP TO 5,000 DOLLARS PER YEAR AND IS RENEWABLE
FOR FOUR CONSECUTIVE YEARS, AS LONG AS THE STUDENT, IN THE OPINION OF

3. THE FOUNDATION SCHOLARSHIP FUND IS MADE POSSIBLE THROUGH PROCEEDS
FROM ITS GOLF TOURNAMENTS. TOURNAMENTS ARE HELD IN WASHINGTON DC,
LONG BEACH, CA, MONMOUTH, NJ, AND STONINGTON, CT. THIS FUND WILL
PROVIDE TWO OR MORE SCHOLARSHIPS FOR THE 2011-2012 ACADEMIC SCHOOL
YEAR. THESE SCHOLARSHIPS RANGE FROM 2,500 TO 5,000 DOLLARS PER YEAR
AND MAY BE AWARDED ONE YEAR OR UP TO FOUR YEARS.
4. THE CANTIN SCHOLARSHIP FUND HONORS COMMANDER RONALD J. CANTIN WHO
RETIRED IN 2007 AFTER A DISTINGUISHED CAREER IN THE COAST GUARD
WHERE HE SERVED IN NEARLY EVERY ASPECT OF THE MARINE SAFETY PROGRAM
AND EARNED NUMEROUS NATIONAL LEVEL CREDENTIALS BOTH AS A RESPONDER
AND INSTRUCTOR OF MARINE SAFETY. THE CANTIN SCHOLARSHIP FUND WILL
PROVIDE ONE, NON-RENEWABLE, 2,500 DOLLAR SCHOLARSHIP FOR THE
2011-2012 SCHOOL YEAR.
5. THE CHRISTOVICH SCHOLARSHIP FUND HONORS THE CAREER OF COMMANDER
DANIEL J. CHRISTOVICH. HIS CAREER ASSIGNMENTS INCLUDE DECK WATCH
OFFICER ABOARD CGC JARVIS, COMMANDING OFFICER OF CGC CAPE GEORGE,
OFFICER-IN-CHARGE OF LAW ENFORCEMENT DETACHMENT 7TH DISTRICT, AND
SEVERAL KEY STAFF OFFICER POSITIONS THOUGHOUT COAST GUARD
HEADQUARTERS. LATER, CDR CHRISTOVICH WORKED IN THE FINANCIAL
MANAGEMENT ARENA FOR THE COAST GUARD CHIEF FINANCIAL OFFICER IN THE
OFFICE OF POLICY AND IN THE OFFICE OF FINANCIAL SYSTEMS. UPON
RETIREMENT, HE WAS THE CHIEF OF PROGRAM, BUDGET AND EXECUTION
DIVISION FOR THE OFFICE OF COMMAND, CONTROL, COMMUNICATION, COMPUTERS
AND INFORMATION TECHNOLOGY. THIS FUND WILL PROVIDE ONE 2,500 DOLLAR
NON-RENEWABLE SCHOLARSHIP FOR THE SCHOOL YEAR.
6. THE WESTBROOK SCHOLARSHIP FUND (WESTBROOK) HONORS THE WORK OF HUGH
WESTBROOK, AND HIS WIFE, CAROLE SHIELDS. MR. WESTBROOK IS A METHODIST
MINISTER WHO IN 1976 CO-FOUNDED A LOCAL MIAMI HOSPICE ORGANIZATION
THAT GREW TO BECOME VITAS HEALTHCARE CORPORATION. HIS LEADERSHIP IN
AMERICAN HOSPICE CARE AND HIS WORK WITH CONGRESS HELPED TO DEVELOP
LANDMARK HOSPICE LEGISLATION, AND CONSEQUENTLY, FOUNDED THE HOSPICE
FOUNDATION OF AMERICA IN 1980. THE WESTBROOKS CONTINUE THEIR
COMMITMENT TO PHILANTHROPY IN SUPPORT OF MANY FOUNDATIONS,
EDUCATIONAL INSTITUTIONS AND THE COAST GUARD FOUNDATION. THE
WESTBROOK SCHOLARSHIP WILL PROVIDE ONE, NON-RENEWABLE, 2,500 DOLLAR
SCHOLARSHIP FOR THIS SCHOOL YEAR.
7. THE CLAY MAITLAND COAST GUARD FOUNDATION SCHOLARSHIP (MAITLAND)
HONORS THE WORK OF CLAY MAITLAND WHO EXCEEDED ONE MILLION DOLLARS IN
GIVING TO THE COAST GUARD FOUNDATION. THE MAITLAND SCHOLARSHIP WILL
PROVIDE A ONE, NON-RENEWABLE 5,000 DOLLAR SCHOLARSHIP FOR THIS SCHOOL
YEAR TO A STUDENT PURSUING A DEGREE RELATED TO MARINE SCIENCE.

DOD Identifies Marine Casualty




               The Department of Defense announced today the death of a Marine who was supporting Operation Enduring Freedom.
               Lance Cpl. Joseph R. Giese, 24, of Winder, Ga., died Jan. 7 while conducting combat operations in Helmand province, Afghanistan.  He was assigned to the 2nd Battalion, 9th Marine Regiment2nd Marine DivisionII Marine Expeditionary Force, Camp Lejeune, N.C.

"I am deeply saddened by reports that Congresswoman Gabrielle Giffords, Chief Judge John Roll and others were attacked today in Tucson, Arizona. There is no place in our society or discourse for such senseless and unconscionable acts of violence. Gabby is a steadfast representative for southern Arizona and both she and John are dedicated public servants.
"The Department of Homeland Security has offered all possible assistance to the FBI and the Pima County Sheriff's Office, who are leading the investigation. My thoughts and prayers are with Congresswoman Giffords, her family and staff, and all those who were injured in this difficult time."

DOD Identifies Army Casualties




             The Department of Defense announced today the deaths of two soldiers who were supporting Operation Enduring Freedom.
             They died January 5 of wounds suffered at Nangarhar Province, Afghanistan when insurgents attacked their unit using an improvised explosive device.
            Killed were:
            Sgt. 1st Class Robert W. Pharris, 48, of Seymour, Mo.  He was assigned to the Missouri National Guard Agri-Business Development Team IV, Jefferson City, Mo.
            Spc. Christian J. Romig, 24, of Kenner, La.  He was assigned to 1st Squadron, 61st Cavalry, 4th Brigade Combat Team, 101st Airborne Division (Air Assault), Fort Campbell, Ky.

"On behalf of the men and women of U.S. Immigration and Customs Enforcement (ICE), I was deeply saddened to learn of the shooting attack that gravely injured Congresswoman Gabrielle Giffords and took the life of Chief Judge John Roll earlier today in Tucson, Arizona.
"Congresswoman Giffords has always been a valuable partner to ICE in our shared effort to serve the nation and we pray for her recovery. All of us at ICE condemn this senseless act of violence and join the American people in seeking justice for the victims of this horrific act."
