Marine Helicopters Join Flood-relief Efforts in Pakistan

WASHINGTON, Sept. 7, 2010 - As part of the ongoing U.S. aid to Pakistan, two Marine Corps CH-53E Super Stallion helicopters arrived today at Pano Aqil Air Base near Sukkur, Pakistan, bringing the total number of U.S. helicopters in that area to six.
The aircraft are part of the 26th Marine Expeditionary Unit based at Camp Lejeune, N.C., said Air Force Lt. Col. Patrick Ryder, a spokesman for the office of the U.S. defense representative in Pakistan. They were delivered via Air Force cargo aircraft to a U.S. base in Afghanistan, reassembled, and then flown to Pano Aqil.
The helicopters will support flood-relief efforts alongside 17 other Navy and Marine Corps helicopters already in country, Ryder said. Two additional CH-53Es are due to arrive soon, he added.
To date, U.S. military aircraft have transported more than 3.9 million pounds of humanitarian assistance supplies and rescued more than 12,000 people within Pakistan.
"The flood waters are still causing a significant issue in south Pakistan," Ryder said. "We are in close contact with [Pakistani] leadership and their national disaster management authority so we can be responsive to their needs and quickly provide what they ask for."
These efforts are part of the United States' overall efforts to assist Pakistan with the flooding disaster. Over the past two days, the U.S. government has airlifted additional emergency relief supplies into Pakistan, officials said. The most recent flights contained more than 85,850 blankets and 46,800 10-liter water containers.
To date, the United States has provided more than $216 million in emergency humanitarian assistance to Pakistan, as well as religiously appropriate meals, prefabricated steel bridges and other infrastructure support.
Officials estimate that between 15 million and 20 million Pakistanis have been affected by the flooding, and about 1,500 have been killed.

(N44255-10-D-5020); and Watts Constructors, LLC, Honolulu, Hawaii (N44255-10-D-5021), are each being awarded an indefinite-delivery/indefinite-quantity multiple award design build construction contract to provide new construction, renovation, alteration, demolition, and repair work, including any necessary design, for marine/waterfront projects at various locations within the Naval Facilities Engineering Command (NAVFAC) Northwest area of responsibility (AOR).  The maximum dollar value, including the base period and four option years, for all five contracts combined is $97,000,000.  Triton Marine Construction Corp. is being awarded task order #0001 at $1,254,000 for the design and construction to upgrade 12KV Loop Feed Circuits 401 and 425 at Naval Base Kitsap, Bremerton, Wash.  Work for this task order is expected to be completed by Jul. 2011.  All work on this contract will be performed primarily within the NAVFAC Northwest AOR which includes Wash. (92 percent), Ore. (2 percent), Alaska (2 percent), Idaho (1 percent), Mont. (1 percent), and Wyo. (1 percent), and may also be performed in the remainder of the U.S. (1 percent).  The term of the contract is not to exceed 60 months, with an expected completion date of Sept. 2015.  Contract funds for task order 0001 will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 10 proposals received.  These five contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Northwest, Silverdale, Wash., is the contracting activity.
              SSFM International, Inc.*, Honolulu, Hawaii, is being awarded a maximum $40,000,000 indefinite-delivery/indefinite-quantity contract with a for construction management services on Guam.  The work to be performed provides for construction oversight and quality assurance services to support construction projects and associated effort undertaken by Naval Facilities Engineering Command Marianas.  No task orders are being issued at this time.  Work will be performed in Guam, and is expected to be completed by Aug. 2014.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 15 proposals received.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity (N40192-10-D-0002).
              The Boeing Company, Huntsville, Ala., is being awarded a $23,654,354 task order #0002 Phase IB under a previously awarded cost-plus-fixed-fee, indefinite-delivery order contract (N00014-09-D-0354) for the critical design of a 100-kW class Free Electron Laser (FEL) device which can be used to demonstrate scaleability of the necessary FEL physics and engineering for an eventual MW class Free Electron Laser (FEL) device.  Under this effort, this Navy FEL Innovative Naval Prototype (INP) Program will encompass the transition from a demonstrated 14 kW FEL capability, currently at hand, to a weapon class 100-kW class capability.  This 100 kW FEL effort is intended to provide the physics and engineering information needed to support a MW class FEL device development.  The desired outcome of this effort is to transfer laboratory capability to Industry and to assess potential industrial roles in supporting the procurement program for FEL weapon systems.  The Navy also wishes to gain insight into industry's longer term interest in participating in the follow-on integration, at a government test facility, or elsewhere, of the FEL device into a complete naval weapon system test bed to validate the concept for shipboard use.  Work will be performed in Albuquerque, N.M. (45 percent); Medford, N.Y. (20 percent) and various government labs and subcontractor locations (35 percent), and work is expected to be completed Dec. 3, 2011.  Contract funds will not expire at the end of the current fiscal year.  The Office of Naval Research, Arlington, Va., is the contracting activity.
              T.B. Penick & Sons, Inc., San Diego, Calif., is being awarded $16,818,418 for firm-fixed price task order #0004 under a previously awarded multiple award construction contract (N62473-10-D-5412) for design and construction of new recruit field barracks for Ranges 501 and 505, 31 Area at Marine Corps Base, Camp Pendleton.  This project consists of a single-story facility and includes field barracks, drill instructor huts, and supporting facilities.  The task order also contains one planned modification for furniture, fixtures, and equipment, which if issued would increase cumulative task order value to $17,391,489.  Work will be performed in Oceanside, Calif., and is expected to be completed by Sept. 2012.  Contract funds will not expire at the end of the current fiscal year.  Eight proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.
              Northrop Grumman Shipbuilding Inc., Newport News, Va., a sector of Northrop Grumman Corp. is being awarded a $12,048,638 cost-plus-fixed-fee modification to the previously awarded contract (N00024-09-C-2116) for procurement of additional long lead time materials in support of the construction preparation efforts for the second aircraft carrier of the Gerald R. Ford class (CVN 79).  Work provides for necessary research studies; engineering; design; related development efforts; advanced planning; advanced procurement for detailed design and procurement of long lead material; logistics data; and other data to support the anticipated fiscal year 2013 ship detail design and construction of CVN 79.  This contract modification provides for additional specific long lead materials in support of these preparation efforts.  Work will be performed in Newport News, Va., and is expected to be completed by October 2011.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-09-C-2116).
              HydroidInc., Pocasset, Mass., is being awarded an $8,435,742 cost-plus incentive-fee contract for Littoral Battlespace Sensing (LBS) Autonomous Undersea Vehicles (AUVs), and associated support equipment.  This contract will provide the Program Executive Office-Command, Control, Communications, Computers, Intelligence and Space, Navy Communications Program Office, PMW-120 a technology for meteorological and oceanographic (METOC) data collection, processing, and data/product dissemination.  This contract includes five option periods, which if exercised, will bring the contract value to $77,668,315.  Work will be performed in Pocasset, Mass., and is expected to be completed by March 2012.  If all options are exercised, deliveries of LBS-AUV will continue through FY 2017.  Contract funds will not expire at the end of the current fiscal year.  This contract wascompetitively procured with using full and open competitive procedures via the Space and Naval Warfare Systems Center E-commerce website, with three offers received.  The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-09-C-0085). 
              BAE Systems Technology Solutions and Services, Rockville, Md., is being awarded an $8,002,910 modification to previously awarded firm-fixed price, cost-reimbursable line items contract (N00604-08-C-0002) to exercise option year three to provide operation and maintenance support for facilities operating under Naval Computer and Telecommunication Area Master Station, Pacific, Hawaii.  Work will be performed in Lualualei, Hawaii (40 percent); Wahiawa, Hawaii (40 percent), and Kaneohe Bay, Hawaii (20 percent), and work will be completed in September 2011.  Contract funds will expire at the end of the current fiscal year.  Three offers were received in response to the solicitation.  Fleet and Industrial Supply Centers, Pearl Harbor, Hawaii is the contracting activity.
             Rome Research Corporation, Rome N.Y., is being awarded a $7,005, 643 contract modification to previously awarded firm-fixed-price, cost-reimbursable line items contract (N00604-08-C-0001) to provide operation and maintenance support for facilities operating under Naval Computer and Telecommunications Station, Guam.  Work will be performed in Finegayan, Guam (90 percent) and Barrigada, Guam (10 percent), and work will be completed in September 2011.  Contract funds will expire at the end of the current fiscal year.  Three offers were received in response to the solicitation.  Fleet and Industrial Supply Center, Pearl Harbor, Hawaii, is the contracting activity.

 DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
             Corporation for National Research Initiatives, Reston, Virginia, is being awarded a $6,403,252.00 cooperative agreement (HR0011-10-2-0004) for administration and management of the DARPA App Store as part of the Transformative Apps Program.  Work will be performed in Reston, Va. (100 percent).  The work is expected to be completed by September 2012.  The Defense Advanced Research Projects Agency is the contracting activity.

Cyber Task Force Passes Mission to Cyber Command

ARLINGTON, Va., Sept. 7, 2010 -  After spending the better part of the past decade defending the Defense Department's computer networks, the Joint Task Force Global Network Operations command cased its colors.

The task force was deactivated in a ceremony today here at the Defense Information Systems Agency. The task force's operations and personnel now fall under U.S. Cyber Command at Fort Meade, Md. Air Force Gen. Kevin P. Chilton, commander of U.S. Strategic Command, presided over the ceremony. Although the ceremony marked the end of the task force's tenure, its mission continues, he said.

"Today we're rolling the flag at JTF-GNO, but we're not rolling the mission," Chilton said. "This mission will continue on at U.S. Cyber Command and will be as essential tomorrow as it is today to the United States of America." 

The task force was short-lived, but it was the product of 12 years of initiatives and foresight to develop the best ways to operate on the cyber battlefield. JTF Computer Network Defense was created in 1998 under the U.S. Space Command.
That task force had a dual mission to conduct offensive and defensive cyber operations. It was reorganized to fall under Stratcom in 2003. By 2004 the task force was redesignated as JTF Computer Network Operations to assume the offensive role. The JTF Global Network Operations also was established.
The new task force's mission was to direct the operation and defense of the global information grid throughout the full spectrum of war fighting, intelligence and business missions within the department.


Since its activation, JTF Global Network Operations has ensured support to Operation Iraqi Freedom, Operation Enduring Freedom in Afghanistan, Operation Noble Eagle and the overall global war on terror.
Cybercom was activated in May. The JTF Computer Network Operations followed soon after. JTF Global Network Operations' deactivation culminates years of work and effort to integrate Cybercom into its operations, Chilton said.
"It was clear that our missions needed to come together, and we've done that," the general said. "The transition began this year, and it's going to continue today."
Chilton praised JTF Global Network's final commander, Army Lt. Gen. Carroll F. Pollett, who he said changed the culture of network accountability within the department and got leaders involved in cyber security.
"The command and control was not as tight as it needed to be to confront the threats of today," Chilton said. "[Pollett] made our networks commanders' business. You brought that focus to every service and DoD agency."
Pollett assumed command of JTF Global Network Operations and duties as director of the Defense Information Systems Agency in November 2008. He remains director of DISA.
JTF has played a significant role "in setting the conditions for the future" of the department, cyberspace operations and the nation, Pollett said.
As the JTF Global Network Operations colors are retired for the final time, Pollett said he's reminded of the historical significance of the transition of the task force to Cybercom.
 The information environment, he said, has evolved dramatically, and today the information grid is more than something that enhances capabilities.
"[Information] has become an operational imperative in our ability to deliver decisive capabilities to warfighters and our national leaders," the general said. "Cyberspace has evolved into a new warfighter domain.

"[Cyberspace has proven equal and just as important as air, sea, land and space as a domain," he continued. "It's clear that it must be defended and operationalized."
Pollett praised the people under his command for their efforts, calling them "pioneers" on the cyber domain front.
"It's an honor to recognize the [JTF Global Network Operations] men and women, past and present, for their extraordinary accomplishments in working in the cyber domain," Pollett said. "You led the way for dramatic changes in the Department of Defense as the mission, requirements and threats evolved."
