1. THIS ALCOAST DESIGNATES CG PSC-RPM AS THE ISSUING AUTHORITY (IA)
FOR RESERVE INCAPACITATION BENEFITS, AS OUTLINED IN CHAPTER 6 OF REF
A. THIS INCLUDES NOTICES OF ELIGIBILITY (NOE) AND ACTIVE DUTY ORDERS
ISSUED UNDER AUTHORITY OF 10 USC 12301 (H) AND 10 USC 12322. IN
ADDITION, PSC-RPM EXERCISES ASSIGNMENT AUTHORITY FOR RESERVISTS
ASSIGNED TO MEDICAL SUPPORT ALLOWANCE POSITIONS IN CONJUNCTION WITH
THE PHYSICAL DISABILITY EVALUATION SYSTEM (PDES). THIS MOVE IS
CONSISTENT WITH THE MODERNIZATION PRACTICE OF DELEGATING PROCESS
STANDARDIZATION FROM COAST GUARD HEADQUARTERS TO SERVICE CENTERS.
2. EACH DISTRICT DXR AND THE DOG SHALL SUBMIT A REPORT TO PSC-RPM
WITHIN 30 DAYS OF THIS ALCOAST IDENTIFYING ALL RESERVISTS CURRENTLY
ON A NOE OR MEDICAL ORDERS, INCLUDING DATE ISSUED AND EXPIRATION
DATE. COPIES OF ALL LINE OF DUTY (LOD) DETERMINATIONS, REPORTS OF
INJURY OF RESERVIST (CG-3822), REPORTS OF ILLNESS OF RESERVIST
(CG-4614) AND NOE RECORDS SHALL BE TRANSMITTED TO PSC-RPM.
3. THIS POLICY CHANGE IS EFFECTIVE IMMEDIATELY. COMDT (CG-131)
RETAINS APPEAL AUTHORITY.
4. PSC-RPM SHALL ISSUE INCAPACITATION PROCESS GUIDANCE TO THE FIELD
WITHIN 60 DAYS OF RELEASE OF THIS ALCOAST.
