1. REF A PUBLISHED THE LIST OF CIVIL RIGHTS AWARDS FOR CY 2011. THIS
ALCOAST SOLICITS NOMINEES FOR THE 2011 DOD STEM ROLE MODEL
AWARD. THE AWARDS WILL BE PRESENTED DURING THE DOD NATIONAL WOMENS
HISTORY MONTH OBSERVANCE. THE DATE AND LOCATION OF THE AWARD
CEREMONY WILL BE ANNOUNCED AT A LATER DATE. NOMINATION PACKAGES,
WITH COMMAND COVER MEMO, SHALL BE FORWARDED AS EMAIL ATTACHMENTS TO
THE POC LISTED IN PARA 6 NLT 21 JAN 2011.
2. THE STEM ROLE MODEL AWARDS FOR CG RECIPIENTS WILL RECOGNIZE THEM
FOR THEIR SUPPORT OF THE GLOBAL WAR ON TERRORISM (GWOT),
DEMONSTRATED ROLE MODEL QUALITIES AND STRICT ADHERENCE TO COAST
GUARD CORE VALUES. THE PERIOD OF PERFORMANCE FOR THE 2011 STEM
ROLE MODEL AWARDS IS MARCH 2009 TO JANUARY 2011. ONE MILITARY
MEMBER AND ONE CIVILIAN EMPLOYEE WILL BE SELECTED TO RECEIVE THE
AWARD. PARTICIPATING IN THE NOMINATION PROCESS IS AN EXCELLENT
OPPORTUNITY TO RECOGNIZE OUR MEN AND WOMEN WHO PROMOTE CIVIL RIGHTS
AND COMMUNITY ACTIVISM, GIVE DUE RECOGNITION TO EXCELLENCE, ENCOURAGE
ACTIVE AND EFFECTIVE PARTICIPATION IN ACTIVITIES THAT PROMOTE EQUAL
OPPORTUNITY, AND PROVIDE AGENCY HONOR AND DISTINCTION TO THOSE
EMPLOYEES WHO EXCEL IN THEIR EFFORTS TO ADVANCE EQUAL OPPORTUNITY AND
CIVIL RIGHTS.
3. ELIGIBILITY: ALL CG MILITARY AND CIVILIAN PERSONNEL WHO MEET THE
CRITERIA IN PARA 4 ARE ELIGIBLE FOR THE AWARD. NOMINATION PACKAGES
SHALL INCLUDE THE FOLLOWING IN MS WORD WITH 12-PITCH FONT,
SINGLE-SPACED WITH ONE-INCH LEFT AND RIGHT MARGINS FOR ITEMS A THRU C
BELOW. SCANNED OR PDF DOCUMENTS ARE UNACCEPTABLE FOR ITEMS A THRU C:
A. ONE-PAGE NARRATIVE DESCRIBING THE ACCOMPLISHMENTS WARRANTING
THIS RECOGNITION.
B. CITATION, NOT TO EXCEED 12 LINES, HIGHLIGHTING THE
ACCOMPLISHMENTS OF THE NOMINEE.
C. ONE-PAGE BIOGRAPHY OF THE NOMINEE (A RESUME WILL NOT SUFFICE).
D. A DIGITAL (.JPG FORMAT) HEAD AND SHOULDER COLOR OR BLACK AND
WHITE PHOTOGRAPH OF THE NOMINEE.
E. COMMAND COVER MEMO FORWARDING THE PACKAGE.
4. AWARD CRITERIA: THE AWARDS ARE PRESENTED TO RECIPIENTS BASED ON
ONE OR MORE OF THE FOLLOWING CRITERIA:
A. CREATED PROGRAMS, JOBS, TRAINING OPPORTUNITIES AND ACTIVITIES
THAT BENEFITED THE RECRUITMENT, RETENTION, PROMOTION,OR CAREER
DEVELOPMENT OF WOMEN AND MINORITIES IN STEM OCCUPATIONS AND
DISCIPLINES.
B. PROMOTED THE TENETS OF CIVIL/HUMAN RIGHTS, RACE RELATIONS,
EQUAL OPPORTUNITY, AFFIRMATIVE ACTION, HUMAN RELATIONS, AND PUBLIC
SERVICE PROGRAMS IN MILITARY SERVICES STEM OCCUPATIONS AND CAREER
FIELDS. ASSISTED THE WORK FORCE IN OVERCOMING DISCRIMINATION AND
ELIMINATED BARRIERS THAT HINDERED EQUAL OPPORTUNITY FOR WOMEN AND
MINORITIES IN STEM POSITIONS.
C. DEVELOPED PROGRAMS, LED ACTIVITIES, OR INFLUENCED EDUCATIONAL
CURRICULUM THAT RESULTED IN INCREASED PARTICIPATION OF MINORITY
YOUTH IN STEM MAJORS OR OCCUPATIONS.
D. DISTINGUISHED THEMSELVES AS LEADERS AND MENTORS FOR FEMALE AND
MINORITY YOUTH, ESPECIALLY PROMOTING THEIR PARTICIPATION IN STEM
EDUCATIONAL PROGRAMS AND TECHNICAL CAREER FIELDS.
E. DISPLAYED EXCEPTIONAL CHARACTER THAT DISTINGUISHED THE
INDIVIDUAL AS AN OUTSTANDING LEADER, ROLE MODEL, OR MENTOR IN
PROMOTING THE DEVELOPMENT OR ADVANCEMENT OF STEM CAREERS IN THE
FEDERAL SERVICE OR MINORITY COMMUNITIES.
F. INCREASED SIGNIFICANTLY THE PARTICIPATION OF MINORITY
INSTITUTIONS IN STEM PROGRAMS AND OPPORTUNITIES THAT ENHANCED THE
CAPACITY BUILDING AND INFRASTRUCTURE DEVELOPMENT OF THESE
INSTITUTIONS.
G. RECEIVED INTERNATIONAL, NATIONAL, OR HIGH LEVEL RECOGNITION FOR
SIGNIFICANT CONTRIBUTIONS RELATED TO STEM ACCOMPLISHMENTS AND USING
AVAILABLE PLATFORMS TO INCREASE THE PARTICIPATION OF WOMEN OR
MINORITIES IN STEM FIELDS.
5. COMDT (CG-00H) WILL CONVENE A PANEL TO SELECT ONE MILITARY MEMBER
AND ONE CIVILIAN EMPLOYEE TO BE THE CG HONOREES. THE AWARD
RECIPIENTS COMMANDS WIL BE NOTIFIED, FOLLOWED BY AN ALCOAST
ANNOUNCING AWARD RECIPIENTS. COMDT (CG-00H) WILL FUND TRAVEL AND
LODGING EXPENSES FOR AWARD RECIPIENTS TO PARTICIPATE IN THE AWARD
CEREMONY.
