1. THIS MESSAGE ANNOUNCES THE KICKOFF OF THE AY11 RESERVE CAPTAIN
THROUGH ENSIGN ASSIGNMENT SEASON. A SEPARATE KICKOFF MESSAGE WILL BE
PUBLISHED FOR RESERVE CWOS. THIS MESSAGE PROVIDES IMPORTANT
GUIDELINES AND INFORMATION TO RESERVE OFFICERS BEING CONSIDERED FOR
NEW ASSIGNMENTS IN AY11, REGULAR TO RESERVE (R2R) OFFICERS SEEKING
AY11
ASSIGNMENTS, RESERVE OFFICERS IN UNBUDGETED POSITIONS, AS WELL
RESERVE STAKEHOLDERS (IE: COMMAND CADRE, SUPERVISORS, AND THE
RESERVE OFFICER CORPS AT LARGE). UPDATES WILL BE PROVIDED, AS
REQUIRED, THROUGH FOLLOW-ON SITREPS. WIDEST DISSEMINATION OF THIS
MESSAGE IS HIGHLY RECOMMENDED.
2. SHOPPING LISTS: RESERVE PERSONNEL MANAGEMENT (PSC-RPM) IS
DEVELOPING AND VALIDATING AY11 SHOPPING LISTS, WHICH ARE DERIVED FROM
THE PERSONNEL ALLOWANCE LIST (PAL).
A. VALIDATION: UNIT COMMANDERS ARE REQUESTED TO VERIFY THE ACCURACY
OF
POSITIONS IDENTIFIED ON SHOPPING LISTS AND TO NOTIFY THE APPLICABLE
RPM ASSIGNMENT OFFICERS (AO) OF COMMAND CONCERNS BY 1 OCT 10. A
POSITION NOT SHOPPED MAY RESULT IN A UNIT GAP AT THE END OF THE
ASSIGNMENT SEASON. REF A, SENIOR RESERVE OFFICERS (SROS) ARE
AVAILABLE
TO ASSIST THE UNIT COMMANDER IN MAXIMIZING THEIR RESERVE FORCE
CAPABILITY WHICH MAY INCLUDE PAL VALIDATION AND COMMAND CONCERNS.

3. AY11 ASSIGNMENT CANDIDATE POOL:
A. THE PRIMARY POOL OF AY11 CANDIDATES TO BE CONSIDERED FOR
ASSIGNMENT
INCLUDES: INCUMBENTS WHO ARE TOUR COMPLETE (TC), MEMBERS WHO WILL
CHANGE RESERVE COMPONENT CATEGORY (E.G. TO OR FROM READY RESERVE,
STANDBY RESERVE, RETIRED RESERVE), MEMBERS WHO ARE TWO OR MORE GRADES
HIGHER OR LOWER THAN POSITION REQUIREMENTS, MEMBERS IN UNBUDGETED
POSITIONS, MEMBERS IN REPROGRAMMED POSTIONS AND MEMBERS IN BILLETS
WITH
MORE THAN ONE MEMBER ASSIGNED TO A SINGLE BILLET. PSC-RPM-2
WILL TRACK ADDITIONS AND DELETIONS TO CANDIDATE POOLS CREATED BY
PROMOTIONS, SCREENING PANELS, SEPARATIONS, POSITION REPROGRAMMING
ACTIONS AND SKILL SET/EXPERIENCE REQUIREMENTS. UNIT REQUIREMENTS,
INDIVIDUAL MEMBER DESIRES, AND CAREER MANAGEMENT WILL FURTHER SHAPE
CANDIDATE POOLS.
B. TO THE MAXIMUM EXTENT POSSIBLE, CG PSC-RPM WILL ADHERE TO TOUR
COMPLETION DATES WHEN CONSIDERING REASSIGNMENTS. MEMBERS GENERALLY
WILL
NOT ROTATE PRIOR
TO COMPLETION OF THEIR TOURS. HOWEVER, EARLY ROTATIONS
ARE SOMETIMES NECESSARY TO MEET SERVICE NEEDS.
C. REF B SECTION 3.B.4.B STATES THAT RESERVISTS WHO VOLUNTEER FOR
LONG-
TERM ADOS ARE TO BE REMOVED FROM THEIR SELRES POSITIONS, WHICH
CREATES
A SELRES VACANCY. FURTHERMORE, ARTICLE 5.A.13 OF REF B STATES THAT
UPON COMPLETION OF LONG TERM ADOS, RESERVISTS ARE ENTITLED
TO RETURN TO THE SAME OR SIMILAR SELRES ASSIGNMENT, UNLESS THEY WOULD
HAVE BEEN OTHERWISE SUBJECT TO REASSIGNMENT.
D. OFFICERS SERVING ON LONG-TERM ADOS THAT TERMINATES AFTER 30 SEP
2010 ARE ENCOURAGED TO APPLY FOR AN AY11 SELRES ASSIGNMENT.
E-RESUMES
SHOULD SPECIFY THE END DATE OF ADOS ORDERS, ALONG WITH POSITION
DESIRES AND QUALIFICATIONS.
(1) UNLESS A POSITION IS OTHERWISE SOLICITED BY PSC-RPM AS AN OFF-
SEASON ASSIGNMENT, RESERVE OFFICERS DESIRING A SELRES ASSIGNMENT
AFTER 30 SEP 2011 SHOULD COMPETE FOR A POSITION THROUGH THE AY12
ASSIGMENT PROCESS OR ANTICIPATE TRANSFER TO INDIVIDUAL READY RESERVE
(IRR) STATUS DURING THE INTERIM.
(2) RESERVE OFFICERS WHO ANTICIPATE RELEASE FROM LONG-TERM ADOS OR
R2R OFFICERS WHO SEEK SELRES AFFILIATION AFTER 30 SEP 2011, SHOULD
MONITOR AY11 OFF-SEASON ASSIGNMENT OPPORTUNITIES OR PLAN TO
PARTICIPATE
IN THE AY12 ASSIGNMENT CYCLE IF THERE IS A LACK OF OFF-SEASON
ASSIGNMENTS. OFFICERS WHO WOULD HAVE BEEN SUBJECT TO REASSIGNMENT IAW
ARTICLE 5.A.13 OF REF B WHILE ON LONG-TERM ADOS WHO DO NOT
SUCCESSFULLY
COMPETE FOR
OFF-SEASON ASSIGNMENTS SHOULD ANTICIPATE TRANSFER TO IRR
STATUS AND PLAN ON COMPETING FOR ASSIGNMENT IN AY12.
4. E-RESUMES: A WELL-CRAFTED E-RESUME IS THE PRIMARY MEANS FOR
RESERVE OFFICERS TO COMMUNICATE CAREER INTENTIONS AND DESIRES
TO ASSIGNMENT OFFICERS. A REASONABLE AND REALISTIC E-RESUME
ALLOWS MEMBERS TO REMAIN ENGAGED AND IN-PLAY FOR A VARIETY OF
ASSIGNMENT POSSIBILITIES. MEMBERS WHO FAIL TO SUBMIT TIMELY E-
RESUMES RISK LOSING THE OPPORTUNITY TO HAVE THEIR CAREER DESIRES
CONSIDERED BY THEIR AO. WHEN DEVELOPING AN E-RESUME, BE CONCISE.
SITUATIONS INVOLVING EXCEPTIONAL PERSONAL REQUIREMENTS (I.E.
COLLOCATIONS (COLO), SPECIAL NEEDS, ETC.) WILL BE HANDLED ON A
CASE-BY-
CASE BASIS TO BEST BALANCE THE NEEDS OF THE COAST GUARD AND THE
INDIVIDUAL. IF YOU ARE A COLO, CONTACT YOUR ASSIGNMENT OFFICER VIA
EMAIL EARLY IN THE ASSIGNMENT SEASON AND ENSURE IT IS INDICATED AT
THE
TOP OF YOUR E-RESUME. A COMMAND ENDORSEMENT BY UNIT CO OR HIS/HER
DESIGNEE IS REQUIRED FOR ALL RESERVE OFFICERS REQUESTING TOUR
EXTENSIONS OR EARLY ROTATION. WHEN REQUESTING AN EXTENSION, ALWAYS
INCLUDE OTHER ASSIGNMENT OPTIONS ON YOUR E-RESUME IN THE EVENT THE
EXTENSION IS NOT GRANTED.
5. REASONABLE COMMUTING DISTANCE (RCD): EVERY EFFORT WILL BE MADE TO
COMPLY WITH REF B, SECTION 5.A.2. WHEN THIS IS NOT POSSIBLE, MEMBERS
MAY VOLUNTARILY ACCEPT ASSIGNMENT TO A POSITION OUTSIDE OF THEIR RCD
OR CONSENT TO A CHANGE IN RCC TO THE IRR, STANDBY RESE
RVE, OR
RETIRED RESERVE. SENIOR OFFICERS WHO DESIRE CONTINUED SELRES
AFFILIATION MOST OFTEN VOLUNTARILY ACCEPT ASSIGNMENTS OUTSIDE THE
DEFINED RCD. REF C ESTABLISHED WAIVER AUTHORITY FOR RESERVE MEMBERS
WHO RESIDE OUTSIDE THE U.S. AND DESIRE TO REMAIN IN A SELRES STATUS
WHEN CONSIDERING POSITIONS OUTSIDE OF A RCD, MEMBERS WILL
BE SUBJECT TO THE REQUIREMENTS OF PARA 6 BELOW.
6. ACCEPTANCE OF ASSIGNMENT ORDERS: WHEN MAKING ASSIGNMENT
DECISIONS, AOS CONSIDER MANY FACTORS INCLUDING SERVICE NEEDS, COMMAND
CONCERNS, CAREER DEVELOPMENT, MEMBERS DESIRES, AND RCD. GIVEN
THESE FACTORS, AND A LIMITED NUMBER OF RESERVE FUNDED SELRES
POSITIONS, MEMBERS WHO DECLINE ASSIGNMENT ORDERS MAY BE REQUIRED
TO CHANGE RESERVE COMPONENT CATEGORY (RCC) TO THE IRR, STANDBY
RESERVE
OR RETIRED RESERVE.
7. ASSIGNMENT GUIDES: MEMBERS DUE FOR ASSIGNMENT OR WHO ARE
CONSIDERING
ASSIGNMENT ARE ENCOURAGED TO READ THE ASSIGNMENT GUIDES LOCATED AT
HTTP://USCG.MIL/RPM/RPM2 AND ON THE RPM PORTAL. THESE GUIDES
EXPLAIN THE ASSIGNMENT PROCESS, DESCRIBE RULES OF ENGAGEMENT,
PROVIDE INFORMATION TO MANAGE EXPECTATIONS, AND SERVE AS A
COUNSELLING TOOL FOR RESERVE OFFICERS.
8. SENIOR OFFICERS SEEKING SELRES ASSIGNMENT (CAPT-CDR):
A. STANDARD TOUR LENGTH IS THREE (3) YEARS.
B. CAPTS, CAPTS(SEL), CDRS, AND CDRS(SEL) SHALL SUBMIT E-RESUMES IAW
PARA 4. ASSIGNMENT PRIORITY WILL BE GIVEN TO TOUR COMPLETE OFFICERS,
WITH A POSSIBILITY OF ASSIGNING CAPT (SEL) AND CDR
(SEL) WHERE SERVICE
NEEDS DICTATE.
C. THERE CONTINUES TO BE A SIGNIFICANT MISMATCH BETWEEN CAPTS/CDRS
AND
AVAILABLE CAPT/CDR BILLETS. AT THE CONCLUSION OF THE AY10 CAPT/CDR
ASSIGNMENT PANELS, FOR INSTANCE, THERE WERE 53 CAPTS/CAPTS(SEL) FOR

CAPT BILLETS ON PAL AND 205 CDRS/CDRS(SEL)FOR 152 CDR BILLETS ON PAL.
AS A RULE, SENIOR OFFICERS ARE NO LONGER PLACED IN UNBUDGETED
POSITIONS, AND MULTIPLE ENCUMBERING OF BILLETS CAN ONLY BE PERMITTED
IN
NARROW INSTANCES THAT MEET OVERALL SERVICE NEEDS. ACCORDINGLY,
CAPTS/CAPTS(SEL) AND CDRS/CDRS(SEL) WHO DO NOT SUCCESSFULLY COMPETE
FOR
SELRES ASSIGNMENTS IN AY 11 CAN EXPECT TO BE TRANSFERRED TO
INDIVIDUAL
READY RESERVE (IRR) STATUS FOR AY11, AND WILL BE EXPECTED TO COMPETE
FOR ASSIGNMENT IN AY12, OR REQUEST RETIREMENT OR SEPARATION, AS
APPROPRIATE.
C. THE CONSOLIDATED MAJOR RESERVE COMMAND SCREENING PANEL (CMRCSP)
WILL CONVENE 3-5 NOV 2010 PER REF D TO IDENTIFY OFFICERS WHO WILL
COMPETE FOR COMMAND OF PORT SECURITY UNITS (PSU).
D. OFF-SEASON ASSIGNMENTS. PSC-RPM WILL NORMALLY ANNOUNCE OFF-SEASON
ASSIGNMENTS FOR UNIT COMMANDING OFFICER AND SENIOR RESERVE OFFICER
(SRO) POSITIONS AT MAJOR COMMANDS.
9. JOS SEEKING SELRES ASSIGNMENT (LCDR-ENS):
A. STANDARD TOUR LENGTH FOR JOS IS FIVE (5) YEARS. TO DEVELOP A
BROADER
POOL FOR COMMAND SCREENING, MOST FIRST TOUR AND SUBSEQUENT PSU
ASSIGNMENTS WILL BE THREE (3) YEARS.
