1. CG PSC (OPM-1) IS RESOLICITING FOR APPLICANTS IN ALL SPECIALTIES
FOR THE PY11 CWO TO LT SELECTION BOARD. THE APPLICATION DEADLINE FOR
THIS BOARD HAS BEEN EXTENDED TO 7 SEPTEMBER 2010. ELIGIBILITY
REQUIREMENTS ARE LISTED IN REFS A AND B.
2. THE CWO-TO-LT BOARD WILL CONVENE AS SCHEDULED ON 14 SEPTEMBER
2010.
3. APPLICATIONS WILL BE ACCEPTED FROM CWO4S, CWO3S, AND CWO2S WHO ARE
IN-ZONE FOR W-3 IN PY11. ALL OTHER CWOS INTERESTED SHOULD SUBMIT A
WAIVER IAW PARAGRAPH 9 OF REF A. ALL APPLICANTS MUST BE SERVING AS
REGULAR, PERMANENT CWOS ON ACTIVE DUTY AND MUST HAVE COMPLETED AT
LEAST 13 YEARS BUT NOT MORE THAN 26 YEARS OF ACTIVE DUTY FOR
RETIREMENT, COMPUTED TO 30 JUNE FOLLOWING THE BOARD. ALL APPLICANTS
MUST ALSO POSSESS NORMAL COLOR PERCEPTION. WAIVERS WILL NOT BE
GRANTED TO THOSE NOT MEETING THE ABOVE CRITERIA.
4. APPLICANTS SHOULD CONTACT THE CG PSC POC BEFORE SUBMITTING AN
E-RESUME. ONLY THE STANDARD LETTER APPLICATION WITH COMMAND
ENDORSEMENT IS DESIRED VIA E-MAIL TO CWO2 JAMES DIGNAN:
JAMES.M.DIGNAN(AT)USCG.MIL. PLEASE ENSURE ALL SCANNED DOCUMENTS ARE
LEGIBLE. APPLICANTS SHOULD NOT SUBMIT AN E-RESUME REQUESTING LT
POSITIONS AT THIS TIME.
5. PER ARTICLE 5.B.10.H OF REF B, APPLICANTS MUST APPLY BY MEMORANDUM
TO COMMANDER (CG PSC-OPM-1) VIA THEIR IMMEDIATE COMMAND. ENCLOSURES
TO THE APPLICATION ARE NOT PERMITTED WITH THE EXCEPTION OF HULL OR
MACHINERY QUALIFICATION LETTERS. THE APPLICATION/RESUME SHALL BE
SUBMITTED IN BASIC COAST GUARD MEMORANDUM FORMAT (LIMITED TO A
MAXIMUM OF 2 PAGES, SINGLE-SIDED, SINGLE-SPACED, 12-POINT TEXT WITH
1-INCH MARGINS) AS FOLLOWS:
A. PARAGRAPH 1. THE OCCUPATIONAL FIELD OR FIELDS (SPECIFY PREFERENCE)
FOR WHICH THE CANDIDATE IS APPLYING.
B. PARAGRAPH 2. THE HISTORICAL SUMMARY OF UNITS ASSIGNED AS A CWO
WITH THE PRIMARY AND COLLATERAL DUTIES ASSUMED FOR EACH (LISTED IN
CHRONOLOGICAL ORDER WITH THE MOST RECENT FIRST).
C. PARAGRAPH 3. A SUMMARY OF MAJOR PROFESSIONAL ACCOMPLISHMENTS
INCLUDING MEDALS, AWARDS, AND ACADEMIC ACHIEVEMENT (LIST ONLY
PERSONAL MEDALS AND AWARDS).
D. PARAGRAPH 4. A STATEMENT ADDRESSING THE CANDIDATES REASONS FOR
DESIRING APPOINTMENT TO THE GRADE OF LIEUTENANT.
6. PER ARTICLE 5.B.10.H.2 OF REF B, COS ENDORSEMENT SHALL ADDRESS THE
APPLICANTS POTENTIAL TO PERFORM SUCCESSFULLY IN THE GRADE OF
LIEUTENANT AND SHALL INCLUDE A COMPUTATION OF THE APPLICANTS TOTAL
SERVICE COMPUTED TO 30 JUNE FOLLOWING THE BOARD.
7. CG PSC-OPM-1 WILL CONTACT EACH CANDIDATE VIA E-MAIL UPON RECEIPT
OF THEIR APPLICATION. THIS RECEIPT WILL SERVE AS THE CANDIDATES ONLY
NOTIFICATION THAT THE LETTER APPLICATION WAS RECEIVED AND PROCESSED.
IF THE CANDIDATE IS NOT ON THE CG GLOBAL ADDRESS LIST, THEY WILL NEED
TO PROVIDE OPM-1 THEIR E-MAIL ADDRESS.
8. IF A CANDIDATE IS NEW TO A UNIT, IT IS RECOMMENDED THE NEW COMMAND
CONTACT THE PREVIOUS COMMAND TO ASSIST IN PROVIDING A SUBSTANTIVE
ENDORSEMENT. RATING CHAINS AND ADMINISTRATIVE REVIEWERS ARE ASKED TO
EXPEDITE OER SUBMISSIONS TO ENSURE ELIGIBLE OFFICERS HAVE UP-TO-DATE
PERFORMANCE FILES BEFORE THE BOARD CONVENES.
9. SELECTEES WILL BE OFFERED APPOINTMENTS IN THE GRADE OF LT. UPON
ACCEPTANCE SELECTEES WILL BE PLACED ON THE ADPL PER THE PROVISIONS OF
ART 5.A.2 OF REFERENCE B. ALL APPLICANTS SHOULD EXPECT PCS TRANSFER
IF SELECTED.
10. COMMANDS SHOULD BRING THE CONTENTS OF THIS MESSAGE TO THE
ATTENTION OF ALL CWOS AND ENCOURAGE ELIGIBLE CWOS TO APPLY.
