1. THIS MESSAGE SOLICITS FOR INDIVIDUALS WHO HAVE DISTINGUISHED
THEMSELVES DURING THE PAST YEAR AS OUTSTANDING HOUSING STAFF MEMBERS.
2. PHMA IS AN ORGANIZATION OF FEDERAL AND PRIVATE SECTOR EMPLOYEES
DEDICATED TO PROMOTING PROFESSIONALISM IN ALL PHASES OF HOUSING AND
LODGING MANAGEMENT WITHIN THE MILITARY. AWARDS ARE FOR FEDERAL
EMPLOYEES, INCLUDING NON-APPROPRIATED FUNDED EMPLOYEES,
PRIVATIZATION, OR CONTRACT EMPLOYEES WHO ARE DIRECTLY OR INDIRECTLY
SUPPORTING THE HOUSING NEEDS OF MEMBERS OF THE ARMED FORCES. AWARD
NOMINATIONS MAY BE MADE BY ANY PERSON, CHAPTER OR GROUP. AWARD
NOMINEES MUST BE PHMA MEMBERS IN GOOD STANDING.
3. THE SERVICE RECOGNITION AWARDS ARE DIVIDED INTO FOUR CATEGORIES AS
FOLLOWS:
A. OUTSTANDING SENIOR HOUSING MANAGER. THIS CATEGORY IS AWARDED
TO SENIOR MANAGEMENT AND STAFF WHO HAVE THE RESPONSIBILITY FOR
DIRECTING, MANAGING, OR OVERSEEING MAJOR HOUSING OR HOUSING SUPPORT
ORGANIZATIONS. THIS GENERALLY INCLUDES HOUSING DIRECTORS, FAMILY
HOUSING MANAGERS, BILLETING/BACHELOR HOUSING MANAGERS, TRANSIENT
LODGING MANAGERS, DEPARTMENT HEADS, OR OTHERS IN MAJOR SUPERVISORY
POSITIONS.
B. OUTSTANDING MID-LEVEL HOUSING MANAGER. THIS CATEGORY IS
AWARDED TO MIDDLE MANAGEMENT STAFF WHO MAY THEMSELVES BE BRANCH
HEADS,COMMUNITY MANAGERS THAT ARE ENGAGED IN DIRECTING, MANAGING, OR
OVERSEEING MAJOR HOUSING OR HOUSING SUPPORT ORGANIZATIONS. THIS
GENERALLY INCLUDES REFERRAL, INSPECTION, BILLETING/BACHELOR HOUSING,
MAINTENANCE OPERATIONS, LEASING AND ALL OTHER CATEGORIES OF PERSONNEL
SUPPORTING THE HOUSING OF MILITARY MEMBERS AND/OR THEIR FAMILIES.
C. OUTSTANDING HOUSING/BILLETING EMPLOYEE. THIS CATEGORY IS
AWARDED TO MEMBERS BELOW THE SUPERVISORY OR MIDDLE MANAGEMENT LEVEL
WHO ARE ENGAGED IN DIRECTING OR MANAGING HOUSING, HOUSING SUPPORT AND
OVERSIGHT FUNCTIONS. THIS INCLUDES HOUSING REFERRAL, INSPECTORS,
BILLETING/BACHELOR HOUSING, FRONT DESK CLERKS, MAINTENANCE PERSONNEL,
CONTRACT PERSONNEL (INCLUDING A-76), MANAGEMENT PERSONNEL, LEASING
SPECIALISTS, AND ALL OTHER CATEGORIES OF PERSONNEL SUPPORTING THE
HOUSING OF SERVICE MEMBERS.
D. OUTSTANDING HOUSING INSTALLATION TEAM - TRADITIONAL LOCATIONS.
AWARDED TO AN INSTALLATION TEAM (DEFINED AS HAVING MULTIPLE GROUPS
AND WHICH MAY ALSO INCLUDE SUBCONTRACTORS) WHO CAN DEMONSTRATE THEIR
COLLECTIVE ACHIEVEMENT(S) OF AN OUTSTANDING LIVING ENVIRONMENT FOR
MILITARY MEMBERS (WHETHER IN FAMILY HOUSING, BACHELOR HOUSING, OR
TRANSIENT HOUSING). BOTH TEAM LEADERS AND TEAM MEMBERS WILL BE
RECOGNIZED.

5. CRITERIA FOR THE PHMA SERVICE RECOGNITION AWARDS MUST INCLUDE
ACCOMPLISHMENTS OVER AND ABOVE NORMAL DUTIES FOR THE PAST YEAR,
EXTERNAL AND INTERNAL CUSTOMER SERVICE, INVOLVEMENT IN COMMAND
ACTIVITIES, FUNCTIONS, COLLATERAL DUTIES, INVOLVEMENT IN COMMUNITY
SERVICE, AND SPECIAL ACTIONS OR EFFORT THAT WARRANT RECOGNITION.
6. SUBMIT ALL NOMINATIONS TO EACH RESPECTIVE PSC-PSD FS BY
E-MAIL NO LATER THAN 8 OCTOBER 2010. SUBMISSIONS SHALL INCLUDE
THE NAME, FULL ADDRESS AND TITLE OF THE NOMINATING PERSON OR GROUP,
AND THE NAME, FULL ADDRESS, TITLE, AND CONTACT INFORMATION OF THE
NOMINEE(S). PLEASE KEEP NARRATIVE TO A MAXIMUM OF THREE PAGES, USING
10-POINT FONT. PACKAGES MUST ALSO CONTAIN A SUMMARY STATEMENT OF
ACHIEVEMENT OF NO MORE THAN 100 WORDS AS AN ADDENDUM TO THE
